This simply means that your computer is trying to boot-up via network and it can't find any server responding.

The Preboot eXecution Environment (PXE, also known as Pre-Execution Environment; sometimes pronounced "pixie") is an environment to boot computers using a network interface independently of data storage devices (like hard disks) or installed operating systems.

New computer BIOS are set to find other ways to boot-up if it can't find any boot information using the default locations: CD-ROM or Hard Disk Drive. Check your Hard Disk Drive (or CD-ROM Drive if you are just installing an OS) connections.

To add, if you are using a USB to boot and install, make sure that the installer image was created properly. Copying and pasting ISO will not work. This applies to the CD-ROM Installer too.

And if you are trying to do a network boot and getting this error, check your DHCP and TFTP configuration. Won't hurt to replace Ethernet cable.
